Combined, this six member executive team brings over 120 years of professional experience and commitment to CCRC. The team is dedicated to providing children and families access to quality child care, family support, economic development, and community education.

Michael Olenick, Ph.D.
President &
Chief Executive Officer
Dr. Michael Olenick has been the President and CEO for CCRC since 2003. He oversees all programs, projects, and services provided to over 100,000 children and families each month in a service area spanning 22,500 square miles. He is responsible for managing 1,200 staff and a $700 million budget. For more than three decades, Michael has served on numerous boards and committees at the county, state, and national level. He is a past president of Child Care Aware of America, the California Child Care Resource & Referral Network (CCRRN) and the Child Care Alliance of Los Angeles. He was a Governor’s appointee to the California State Advisory Council on Early Learning and Care and an appointee on the Speaker of the Assembly’s Blue-Ribbon Commission on Early Childhood Education. Michael serves on the California Child Welfare Commission in addition to serving on the Board of Directors of Zero to Three, the nation’s premier voice for babies, and recently joined the Unite LA Board of Directors. Michael has been named to the 200 most influential people in the San Fernando Valley by the San Fernando Valley Business Journal for the last six years.
He obtained his BA from the University of Illinois, a master’s degree from the Erikson Institute and his Ph.D. in Developmental Psychology in Education from UCLA.
Roger Gagnon, MSCBIS, PMP
Vice President &
Chief Administration Officer
Roger leads CCRC’s Office of Business administration and is responsible for all Technology services, Facility operations, and Business Administration functions. He is responsible for proactive customer service and responsive support for over 1200 staff member in 30+ geographically separated locations across Los Angeles and San Bernardino Counties, and Sacramento. As Chief Administration Officer (CAO) and Chief Information Office (CIO), Roger is responsible for leading his expert team of skilled professionals with 24×7 secure data center operations, Information Security protection and compliance, desktop services for in-office and remote staff, voice/video/network/data services, facility/real estate operations for over 30 geographically separated locations, and for business administration functions to include the Project Management Office (PMO), Policy Administration, Contracts Administration, Insurance management, Business analysis and improvement. Delivering comprehensive project management with a diverse portfolio, he provides the required strategic vision, direction and financial planning for many on-going and future initiatives reaching across all business functions.
As a 24-year Air Force Officer veteran and with post-military business operations and business development leadership experience, Roger brings operations management expertise to CCRC with over 20 years of Information Technology operations and over 15 years of senior-level program management and business operations experience. He holds a Bachelor of Science in Computer Science, a Master of Science in Computer Business Information Systems, and maintains a Project Management Professional (PMP) certification. Roger is also a member of the exclusive Southern California Society of Information Managers, an invitation only CIO/CTO regional leadership group.
Virginia Bergman Loo, CMA, CPA
Vice President & Chief Financial Officer
Virginia Bergman Loo is a leader and strategic partner with achievements in finance and operations with a focus on commercial real estate, hospitality, and healthcare for both public and privately held companies. She thrives on making a positive impact to people in the organization and to the bottom line by being a versatile, transformational leader and having high business acumen. She drives strategy focused on accelerating growth, improving profitability, managing costs, creating efficiencies, and mitigating risk. Additionally, she is passionate about mentoring the next generation of leaders, fostering a culture of diversity and inclusion, and using employee communities to share knowledge and experiences such as moderating panel discussions with experts in personal branding and real estate. She is a Certified Professional Accountant and Certified Management Accountant with a degree in Business Administration from Camosun College, British Columbia.
Donna Sneeringer, MPA
Vice President &
Chief Strategy Officer
Donna Sneeringer is now the Chief Strategy Officer for the Child Care Resource Center (CCRC) after being Director of Government Relations, a position she has held since 2013. As part of her role at CCRC she provides Government Relations support to both the Child Care Alliance of Los Angeles and the California State Head Start Association.
Ms. Sneeringer began her career at CCRC in 1992 and through her initial seven-year tenure developed her knowledge of subsidized child care programs, child care resource and referral and quality early childhood program and workforce development. Between 1999 and 2011, Ms. Sneeringer worked in Sacramento at Child Action, Inc. first as their Child Care Resource and Referral Manager focused on program development, personnel management and community relations and then as Public Affairs Manager focusing on local, state and federal public policy issues, contract management, fund development, agency communications and media relations.
Ms. Sneeringer holds a Masters Degree in Public Administration and Graduate Certificate in Political Management from the University of Southern California, and a Bachelors Degree in Child Development from California State University, Northridge.
In addition, she currently serves as Commissioner on the First 5 Sacramento Commission.
Lisseth Zouhbi, SHRM-CP

Chief Human Resources Officer
Lisseth Zouhbi joined Child Care Resource Center in 2022 as the Chief Human Resources Officer. In this role, Lisseth manages workplace policy, employee relations and benefits for 1,200 staff members. Prior to her arrival at CCRC, Ms. Zouhbi oversaw human resources at a global hospitality company based in Long Beach. Her resume showcases her expertise in recruiting and candidate sourcing, guiding management on staffing strategy, building HR organizations from the ground up, administering employee benefits programs and much more.
She holds a Bachelor of Arts degree in international business management. A California State University graduate, Ms. Zouhbi has six human resources certificates and is a Vice President for Los Angeles Hospitality Human Resources Association (LAHHRA), and member of both the Society for Human Resources Management (SHRM) and Professional in Human Resources Association (PIHRA).
Ms. Zouhbi is bilingual in Spanish and has experience working with associates stationed in various places around the world. As an executive level leader of human resources for more than a decade, Ms. Zouhbi is a skilled people manager who brings a strong emotional intelligence to the practice of employee communication, retention, recruiting, development and operations.
Jose Ramos, Jr., MSW, MBA
Vice President &
Chief Program Officer
Jose Ramos brings to Child Care Resource Center a storied career in child well-being. Mr. Ramos took on the role of Chief Program Officer in 2022. For the seven years leading up to accepting the position at CCRC, he served as Senior Director of the Child Welfare Prevention Department at the Children’s Bureau of Southern California. There, he led and supported his team in administering 20 programs in Los Angeles and Orange Counties that served 10,000 children in 2019-2020. In addition to supporting the organization’s strategic vision, Mr. Ramos grew sustainable child welfare programs and co-led the Diversity, Equity, Inclusion and Trauma Informed initiatives.
His earlier professional experience includes Children’s Bureau of Southern California, where he served as Director of Metro Region for 10 years, and the Children’s Bureau of Southern California, where for eight years he was the director of Oakwood Family Center. Mr. Ramos holds a Masters of Business Administration from California State University of Monterey Bay, a Masters of Social Work, California State University of Long Beach, and a Bachelor of Science in Major in Social Work from California State University of L.A. He’s a board member of the National Association of Social Work (NASW), Family Resource Center, and Value Charter Schools. He serves on the Child Welfare Prevention Committee for the California Alliance, acts as an Early Head Start Policy Council Board Member for Home Safe, and a Project Answer Benefiting Children (ABC) Governance Board Member. He’s also affiliated with the Association of Community Human Service Agencies and C.A. Citizens Review Council.
