Eligibility Requirements – Head Start and Early Head Start Programs
To apply for CCRC’s Head Start program, families must qualify under the Federal Poverty Income guidelines. Families with a child age 0-5 and pregnant mothers who meet the income requirements may apply.
The below eligibility requirements are for the following programs:
- Early Head Start Center base (Ages 0-3)
- Early Head Start Home base (Ages 0-3 & Pregnant Women)
- Early Head Start Child Care Partnership (Ages 0-4)
- Family Child Care Home (Ages 3-5)
- Head Start Preschool Center base (Ages 3-5)
A pregnant woman or a child is eligible if:
- The child is in foster care
- The child is homeless
- The family is receiving public assistance (Supplemental Security Income (SSI), CalWORKs, SNAP, KINSHIP Care)
- The family’s income is equal to or below the poverty line. Click here for the most recent income guidelines.
To verify and determine eligibility for any of the Head Start and Early Head Start programs listed above a family must provide verification of the following:
- Proof of Address (reside within CCRC service area)
- Proof of Age or Pregnancy (Homebase option only if enrolling as a pregnant mother)
- Verification or Income or categorical eligibility

Eligibility Requirements – California State Preschool Program
To apply for the CSPP program, a child must be enrolled in a CCRC Head Start program and have a child age 3-5. Eligibility for the CSPP program must be determined every 24 months to continue enrollment in a CSPP classroom unless child ages out sooner.

Eligibility Requirements – General Child Care and Development
To apply for the CCTR program, a child must be enrolled in a CCRC Early Head Start program, have an age eligible child (0-3), and have a qualified need for services. Eligibility for the CCTR program must be determined every 24 months to continue enrollment in a CCTR classroom, unless child ages out sooner.
