Review and Audit Findings
Fiscal/ERSEA (Eligibility, Recruitment, Selection, Enrollment, and Attendance) Review
Date of Review:
▶ 2/8/2016 to 2/12/2016
▶ Conducted by the Administration of Children and Families (ACF)
Purpose:
▶ Assess the grantee’s practice for verifying the eligibility status of children, families, and pregnant women receiving the program’s services.
▶ Review of a random file sampling to ensure the appropriate enrollment of children into the program.
▶ Identify how the grantee monitors children’s attendance and offer families support, as needed,
when attendance is an issue.
▶ Identify how the grantee implements practices to assess the community and recruit and enroll the
children and families that are most in need (i.e., families at or below the federal poverty level, children with disabilities, homeless families, and pregnant women).
Review Findings - Identified Strengths:
▶ Files were in order and included all of the required eligibility documents.
▶ Interview with program staff and ACF demonstrated the overall knowledge and expertise of Head
Start staff.
▶ Record keeping systems including ChildPlus and child files were accurate and up to date.
Review Findings - Outcome:
▶ Based on the information gathered during the review, no area of noncompliance was found and no corrective actions were required.
Comprehensive Services and School Readiness Review (CSSR)
Date of Review:
▶ 5/9/2016 to 5/13/16
▶ Conducted by the Administration of Children and Families (ACF)
Purpose:
▶ Capture a child’s journey from entry to exit of CCRC’s Head Start program.
▶ Allow grantees to demonstrate the unique ways they provide comprehensive services and
promote school readiness to children and families.
Review Findings - Identified Strengths:
▶ Interviews demonstrated the overall knowledge and expertise of Head Start staff.
▶ Teachers were engaged and participatory.
▶ Parents were engaged during the parent interview process, very optimistic and energetic
throughout the course of the review.
▶ Observation of the classroom environments were reflective of classroom settings that meet the
needs of children enrolled.
Review Findings - Outcome:
▶ Based on the information gathered during the review, no area of noncompliance was found and no corrective actions were required.
