                        referrals to services in the community (including child care referrals), early care and education provider training, lending libraries, and other children’s services and programs. Families who receive subsidized child care through the AP and R&R agencies are welfare recipients, or
have recently been served by welfare programs, and other low-income families who meet program criteria.
Recommendations from the Field
Child care agencies and researchers across the nation have made a number of recommendations for improving emergency preparedness and recovery:
1. Provide emergency preparedness education to populations with lower income and/or education levels.19
2. Ensure early care and education providers have a plan that is integrated into the community.20
3. Establish public-private partnerships.21, 22
4. Educate parents, connect parents to local R&Rs; train early care and education
providers, build relationships, and raise awareness.23
5. Ensure resources are available in languages other than English, particularly Spanish and Asian languages.24
